Rajasthan Assembly has been increased Other backward class quota from 21 % to 26 %. It has now increased the reservation to reservation to 54 % which is higher than the 50% ceiling mandated by the Supreme Court.
Background for Reservation:
- In 1979 Second Backward classes commission under the chairmanship of B P Mandal appointed by Morarji Desai Government to investigate the condition of socially, educationally and economically backward classes and suggestion for their better livelihood.
- Commission has examined and submitted their report in 1980 it has recommended 27 % reservation for other backward classes.
- After that total reservation has become 50% including SCs, STs and OBCs.
- It was then implemented by VP Singh government in 1990.
- In Famous Mandal Case in 1992, Supreme Court has ruled that the total reserved quota should not exceed 50 % except in unusual situation.
- Till date only in Tamil Nadu has given exception, As per Tamil Nadu Reservation act, it gives 69 % reservation to the backward community.
- Now Rajasthan Government has passed a bill to increase its reservation quota from 50% ceiling to 54%.
